The WORK covered in the Contract Documents generally includes: The installation of electrical
appurtenances based on the contract documents.
1. BASE BID
Components of the WORK include:
A. Base Bid: The Work includes the following:
An in-ground electrical installation, installation of new lighting and power to docks and
cruise float, installation of new capstan electrical infrastructures at the cruise dock and
dolphins, appurtenances, excavation and disposal of hazardous materials, and all
related work shown in the project documents.
Bids shall include all labor, equipment, transportation, and materials to complete the specified
work. Bids shall also include mobilization and demobilization to and from the Project site. Alaska
Labor Standards, reporting and prevailing wage rate determination is made part of this bid
package. A notice of award will be sent to the Alaska Department of Labor - Wage and Hour
Section. The State will require that certified payroll forms are completed, and the State has the
right to randomly audit the successful bidders company to ensure Davis Bacon Wages are being
paid for this project.

2. Project Schedule: Project completion schedule for the Base Bid is as follows:
Permitting, Bidding, & Contracting:
• January 23, 2025 Bid documents advertised
• February 4, 2025 Bidder Questions due noon (Ak time)
• February 13, 2025 Bids due to MOS (See below for further details)
• February 20, 2025 Apparent low bidder approved by MOS Assembly
• February 20 – March 4, 2025 Contracting between MOS and Contractor
• March 4, 2025 Formal Notice to Proceed issued to Contractor
Concept Construction Schedule
Procurement and mobilization work may be allowed to begin immediately following notice to
proceed. Demolition work will be allowed to after final receipt of environmental permit renewals
have been received.
• Project Milestone 1: April 12, 2025, Substantial Completion of the Ore Dock Electrical
Package Civil Work. See Specification Section 01 14 00 Work Restrictions and Permits
for additional detail.
• Project Milestone 2: December 31, 2025, Substantial Completion of the Ore Dock

Anticipated Limited Work Due to Scheduled Port Dockings
Note that the work shall be phased to allow safe mooring and berthing for Port Operations if
necessary. No work will be performed on the project site during the cruise ship season at Ore
Dock.
Typical berth operations include (but are not limited to):
• Cruise ship docking at Broadway Dock or Ore Dock
• Fuel barges every 22 days, in port for 48hrs +/-, varies.
• AML Barge loading weekly, typically on Monday’s, varies.
3. Proposal Clarifications & Addenda
Prospective Bidders shall email Skagway.Bid [at] kpff.com (Skagway[dot]Bid[at]kpff[dot]com) with a contact email, name and phone
number to be added to the prospective bidders list to be notified of all issued Addenda. Questions
related to this Request for Bids should be submitted electronically in writing to:

Standard). All responses will be made in writing and will be furnished to all proposers listed on
the RFP holders list. Questions submitted elsewhere will not be responded to.
4. Proposal Submission Requirements
Bidders are expected to be familiar with the potential extreme and challenging weather conditions
in Skagway, Alaska and the Municipality will assume all bidders have considered weather in
preparing their bids and rely on all bidders having considered Skagway weather in submitting their
bids.
The submitted Construction Schedule must be a clear pdf (multiple pages on 11x17 is acceptable)
with easily identified project milestones, start and stop dates, assumed weather and marine
mammal shutdowns. The schedule shall be a Gantt chart format with an identified critical path to
each milestone as defined in Section 01 14 00 Work Restrictions and Permits. The contractor
shall submit a narrative with the schedule if the schedule shows any items being completed at
different times than is described in the project milestones.
The Municipality of Skagway shall not be responsible for any costs incurred in the preparation of
bids. The Municipality reserves the right to reject any or all bids.
Bids must be sealed and clearly labeled with the following information:
1. “Ore Dock Electrical Package”
2. Date and Time of Bid Due Date (Bid Date and Time)
3. Bidder’s name
Bids are due no later than 1:00 pm Alaska Standard time on "Date” at the address listed above
or delivered directly to Municipal Offices on 700 Spring Street. All bidders are expected to consider
weather in determining how to deliver their bids timely and there shall be no exceptions for a late
received bid on account of weather.
Bids must be submitted in one hardcopy document clearly labeled with the following information:
• “Ore Dock Electrical Package” – (proposer name)”

including:

▪ List of Subcontractors

Bids will be opened via a virtual Meeting 1:00 p.m. (Alaska Standard Time) on Date of Closing a
virtual meeting link will be provided. The virtual meeting will be broadcast in the Assembly
Chambers.
5. Negotiations
If the proposed price is greater than 10 percent above the MOS’s budget, the MOS may enter
negotiations with the Proposer to consider design, scope, or other modifications to reach an
acceptable price and product, in the sole discretion of the MOS. If the negotiations are
unsuccessful the MOS may go to the second lowest proposer and proceed in a similar manner.
The MOS may proceed in this manner until a successful proposal is obtained, or the MOS may
at any point elect to cancel the solicitation.

6. Construction Management Software:
The MOS will utilize Virtual Project Office (VPO) a web-based Document Control System (DCS)
for this project. Contractor shall also utilize VPO throughout the Project for submittal and tracking
of all documents including, but not limited to: Requests for Information (RFIs), Change Order
Requests (CORs), Submittals, and general project correspondence. Contractor shall become
familiar with VPO prior to the Pre-Construction meeting. MOS will not be responsible for any
costs that the Contractor may incur in using this system, including, but not limited to, incorporation
of VPO forms and tools into its own project management purposes. MOS will provide one (1)
comprehensive on-line training session for Contractor personnel to become familiar with VPO.
The Contractor will be responsible for maintaining a digital record drawing set accessible to the
MOS via an online Blue Beam Session.
