BRIC Grant: Rockslide Mitigation Project

Purpose

The purpose of this project is to design and implement rockslide mitigation efforts, including the excavation of unstable rock mass at the top of the North Slide, to stabilize the soil and prevent catastrophic failure and locally generated tsunamis at the Port of Skagway. This project is in its preliminary plan phase with only 10% conceptual design complete.   Please see the Supporting Documents below for more information.

Quick Facts

  • Railroad Dock, a privately owned cruise ship pier in Skagway, is situated next to an active slide zone. While there has been known activity throughout the years, in the fall of 2022, the mountainside experienced significant slide activity from this natural hazard and was declared a natural disaster by state and local government officials.
  • Skagway was awarded FEMA’s Building Resilient Infrastructure and Communities (BRIC) Grant, which, combined with non-federal funds, will fund this project. The award amount is $19.9M, with the total project cost estimated at $28.4M.
  • Access to the pier is restricted, and alternative vessel disembarkation measures are in effect. These measures include tendering passengers from ships at the Railroad Forward (RRF) position and bussing passengers from the Railroad Aft (RRA) position.
  • This pier typically serves approximately 535,000 passengers and 225,000 crew members annually.

Current Project Updates

  • The Municipality of Skagway received official award documents on January 9, 2025, for $1.6 million to fund Phase 1 of 2 for this project. Phase 1 will cover design and engineering services, while Phase 2 will focus on construction.
  • Alaska DHS&EM approved to post the Phase 1 RFP for design and engineering on 2/24/2025. The RFP was posted 2/26/2025 and closed 2:00 p.m. on Wednesday, March 26, 2025. You can find the Original RFP Posting HERE. The Municipality received 1 proposal from Shannon & Wilson, which the state and Assembly have approved. You can see the Notice of Intent to Award HERE.
  • On October 10, 2025, the Municipality contracted with Granite Construction to provide Construction Manager/General Contractor (CM/GC) services for Phase 1. Engaging a contractor early in the design phase will support more accurate cost estimating, a more efficient project timeline, and a higher-quality final product.   • The Municipality, along with external project partners from Shannon & Wilson, HDR, KPFF, Lounsbury, and Granite Construction, hosted a Public Open House on October 13, 2025, at AB Hall. Presentation slides can be found in the documents section below.
  • Phase 1 is expected to be completed in 2026.
