The Municipality of Skagway is requesting proposals from qualified engineers for civil and geotechnical engineering/design, survey/drafting support for Plans, Specifications, and Estimates / Spill Prevention, Control, and Countermeasure (PS&E/SPCC) development, permitting, and project management for Phase 1 of the Rockslide Mitigation to Protect Skagway’s Critical Port Economy (RMP) in Skagway, Alaska. The purpose of the project is to design ground failure (rockslide) mitigation efforts, which include excavation of the unstable rock mass at the top of the North Slide, for soil stabilization to prevent catastrophic failure and locally generated tsunamis at the Port of Skagway. This project is in its preliminary plan phase with only 10% conceptual design complete. The engineer will, at a minimum, oversee engineering mitigation efforts and will fulfill requirements for National Environmental Policy Act (NEPA), Benefit Cost Analysis (BCA), Environment and Historic Preservation (EHP), and other requirements. This will include applying for permits and providing project management in partnership with Municipality staff.  

Scope of Services: The successful proposer shall provide design, permitting, and project management services for all project activities and components outlined in the RFP. The proposer shall provide the following services and deliverables:

  • Conceptual designs and rough order of magnitude cost estimates for milestones

  • 30% Design & Cost Estimate

  • 60% Plan, Specifications, and Cost Estimate

  • 90% Plan, Specifications, and Cost Estimate

  • 100% Engineering Design, Plan, Specifications, and Cost Estimate

  • Complete (100%) Bid ready Documents

  • All required Federal, State, and local permits

  • Detailed Construction Budget and 

  • Detailed Project Schedule and Timeline identifying milestones

  • Full BCA with an updated BCR

  • A Record of Environmental Consideration

  • Complete EPH compliance review

  • An Economic Impact Analysis

  • Implementation and evaluation plan

  • Complete NEPA

  • Right-of-way agreements from property owners

  • Draft feasibility study/alternatives criteria/analysis

  • Construction administration during construction

  • Inspection Services

  • Community Outreach – Public meetings for project coordination and community input   

Proposals which do not address the items listed in the RFP may be considered incomplete and may be deemed non-responsive by the Municipality of Skagway in its sole discretion. It is the responsibility of the firms submitting proposals to determine the actual efforts required to complete the project. 

Project Contact and Technical Questions: Proposers shall familiarize themselves with project requirements. All technical questions shall be in writing and directed to the Borough Manager at manager [at] skagway.org (manager[at]skagway[dot]org) and contracts [at] skagway.org (contracts[at]skagway[dot]org)  no later than Wednesday, March, 12, 2025 at 4:00 p.m.

This project is partially funded by FEMA's Building Resilient Infrastructure and Communities (BRIC) Grant: All documents, bids and activities shall be in compliance with federal grant requirements. Proposers are required to familiarize themselves with federal grant requirements. A selection committee will evaluate the proposals and make a recommendation. Subsequent contract(s) must be reviewed by the federal granting agency. Immediately after the Municipality of Skagway selects its contractor, FEMA will be notified to allow the agency to ensure no conflict of interest with its own contract support.

Submissions & Due Date: Interested firms shall submit one electronic copy and 8 paper copies of the completed proposal in an envelope marked “ROCKSLIDE MITIGATION ENGINEERING AND DESIGN SERVICES” and are due no later than 2:00 p.m. on Wednesday, March 26, 2025, at the address listed above, or delivered directly to the Municipal Offices at 700 Spring Street. Faxed or e-mailed proposals will not be accepted.
