Purpose
The Garden City Utilities Project will install essential water, sewer, and roadway infrastructure to support the conversion of the Garden City RV Park into a residential neighborhood. This project is a critical first step in creating buildable lots with full utility connections. By establishing this infrastructure, the Municipality of Skagway is enabling future housing development to help address the community’s housing needs.

This project is in its very early stages. The Municipality of Skagway has contracted with PND Engineers to develop the design.
Quick Facts
- The FY26 budget includes $300,000 from the Land Fund for the design of the Garden City RV Park Utilities project. PND will finalize conceptual drawings and begin developing 35% and 65% design, along with associated cost estimates.
Project Updates
- At its April 2nd meeting, the Assembly directed staff to update the conceptual plan to mirror the concept for Block 102 onto Block 95, taking into consideration the STC lot selections, and to operate Garden City RV Park as an RV park for the 2027 season.
- In May 2026, the Municipality anticipates having an updated conceptual drawing and rough order of magnitude (ROM) cost estimate. This estimate will support funding discussions and include preliminary allowances for key components such as site access, utility coordination, and required environmental or cultural considerations.
- The Municipality is evaluating funding options and will work with bond counsel on a potential ordinance to support project financing.
- In June 2026, a 35% design submittal is anticipated. This milestone will provide a more detailed look at the project layout and infrastructure approach.
Public Meeting
A public meeting is tentatively scheduled for the week of July 20, 2026, where community members can provide input on the project. Please check back for more details.
