The Municipality is now seeking proposals, to support the safety of the use of the Port for cruise vessels and other users of the Port and of the public and community, from qualified Construction Manager/General Contractor (CM/GC) firms to provide pre-construction services in collaboration with the design team during Phase 1 of its Rockslide Mitigation Project, including but not limited to cost estimating, value engineering, scheduling, and constructability reviews. The intent is to enhance constructability, identify innovative solutions to reduce cost and accelerate the schedule, develop project phasing strategies, and position the Municipality for a potential construction agreement in Phase 2 with the CM/GC firm. The selected Contractor will join the Municipality of Skagway and the design team in a “Team-Build” approach to project delivery. The selected Contractor will assist with the final construction drawings prior to starting the project.

Scope of Services:

The services requested of the Contractor will be provided in two phases:

  1. Pre-Construction Services: Consultation to the Municipality of Skagway and the design team during the remaining design and engineering work on the project (covered under this RFP).
  2. Construction Services: Execution of the construction work under a Guaranteed Maximum Price (GMP) contract, to be negotiated separately upon completion of pre-construction services.

The successful proposer applies its professional management capabilities during the planning and design of the RMP (i.e. pre-construction services), and possesses the necessary resource skills, personnel, systems, and experience to engage in detailed discussions over key constructability issues, contract packaging, phasing of the work, construction schedule(s), risk assessment, material and equipment availability and pricing, as the design progresses. The proposer shall provide all deliverables included in the attached RFP.

Proposals which do not address the items listed in the RFP may be considered incomplete and may be deemed non-responsive by the Municipality of Skagway in its sole discretion. It is the responsibility of the firms submitting proposals to determine the actual efforts required to complete the project.

Interested firms may submit proposals physically or electronically. If a physical proposal is submitted, Proposer must submit one electronic copy and 8 paper copies of the completed proposal in an envelope marked “PHASE 1 ROCKSLIDE MITIGATION CONSTRUCTION MANAGER/GENERAL CONTRACTOR (CM/GC) SERVICES” and are due no later than 2:00 p.m. on September 5, 2025, at the address listed above, or delivered directly to the Municipal Offices at 700 Spring Street.

The Municipality of Skagway allows electronic submission for this solicitation. Proposals and the required documents below may be delivered through email to: contracts [at] skagway.org (contracts[at]skagway[dot]org) and are due no later than 2:00 p.m. on Friday, September 5, 2025. Include the notation “PROPOSAL ENCLOSED” and “Shore Power Feasibility Assessment” in the Subject line of the email.
