The Municipality of Skagway (MOS) is requesting proposals to characterize current and future shore power needs, evaluate required infrastructure upgrades, and assess the feasibility of utilizing clean and sustainable energy resources to fully or partially meet demand for shore power at the Port of Skagway.

Scope of Services

The successful proposer will work in coordination with the Municipality and its stakeholders, including Burro Creek Holdings, LLC, Polarconsult Alaska, Inc., and Alaska Power & Telephone. The proposer shall provide the following services:

  • Investigate market potential for renewable shoreside power in the Port of Skagway
  • Assess demand and energy required by vessels annually
  • Assess availability of supply
  • Assess transmission line cost and route
  • Assess distribution line cost and route (transmission line connection to Port facilities/ships)
  • Assess current and future port infrastructure
  • Permitting and regulatory
  • Project development schedule & site visit
  • Economic Analysis
  • Socio-economic Components

Deliverables:    

  • A detailed project schedule for completing the scope of work defined herein
  • Technical Assessment Reports covering market potential, demand, supply, transmission and distribution
  • Economic & Financial Analysis
  • Regulatory & Permitting Requirements
  • GIS Maps showing proposed routes and key constraints
  • Draft assessment for review that describes project phasing, cost, scope, and schedule
  • Public presentation of draft assessment
  • Final assessment for review and approval 

Proposals which do not address the items listed in this section may be considered incomplete and may be deemed non-responsive by the Municipality of Skagway in its sole discretion. It is the responsibility of the firms submitting proposals to determine the actual efforts required to complete the project.

Interested firms may submit proposals physically or electronically. If a physical proposal is submitted, Proposer must submit one electronic copy and 8 paper copies of the completed proposal in an envelope marked SHORE POWER FEASIBILITY ASSESSMENT” and are due no later than 2:00 p.m. on Wednesday, August 6, 2025, at the address listed above, or delivered directly to the Municipal Offices at 700 Spring Street. 

The Municipality of Skagway allows electronic submission for this solicitation. Proposals and the required documents below may be delivered through email to: contracts [at] skagway.org (contracts[at]skagway[dot]org) and are due no later than 2:00 p.m. on Wednesday, August 6, 2025. Include the notation “PROPOSAL ENCLOSED” and “Shore Power Feasibility Assessment” in the Subject line of the email. It is the responsibility of the Proposer to ensure timely delivery of Electronic Bids.
