The Municipality of Skagway (MOS) is requesting proposals from qualified consultants for performing topographic mapping, subdivision platting and lot monumentation, civil engineering design and technical specifications, construction cost estimates, agency permitting, and bid services for development of a 60’ wide public rights-of-way on 16th Avenue, and 20’ wide public rights-of-way at 15.5 and 16.5 alleys between Main Street and State Street in Skagway, Alaska, to accommodate roadway and utility infrastructure for the development of Blocks 95 & 102, otherwise known as the Garden City RV Park (GCRV).
Scope of Services
The successful proposer shall prepare bid ready construction documents, topographic mapping, subdivision platting and monumentation, agency permitting, construction cost estimates and bidding services for construction of the improvements listed above. The proposer shall provide the following services:
- Evaluate existing conditions and research existing record drawings.
- Prepare preliminary subdivision plat and final subdivision platting and monumentation.
- Prepare engineering topographic survey.
- Prepare 35%, 65%, and 95% design document submittals.
- Prepare and present 35% design at the public meeting in Skagway.
- Obtain all required Federal, State and local permits required for the project.
- Provide Construction Cost estimates at 35%, 65%, and 95% design submittals.
- Provide bid ready documents for construction.
- Provide Project Schedule.
- Provide bid services.
Deliverables:
- 35% Design Documents – Review and Comment Period
- 65% Design Documents – Review and Comment Period
- 95% Bid Ready Construction Documents to Include Plans and Specifications – Review and Comment Period
- 100% Final Bid Ready Construction Documents
- Schedule – Provide design schedule and estimated construction timeline.
Proposals which do not address the items listed in this section may be considered incomplete and may be deemed non-responsive by the Municipality of Skagway in its sole discretion. It is the responsibility of the firms submitting proposals to determine the actual efforts required to complete the project.

Interested firms may submit proposals physically or electronically. If a physical proposal is submitted, Proposer must submit one electronic copy and 8 paper copies of the completed proposal in an envelope marked “GARDEN CITY RV PARK UTILITIES DESIGN SERVICES” and are due no later than 2:00 p.m. on Wednesday, April 30, 2025, at the address listed above, or delivered directly to the Municipal Offices at 700 Spring Street.

Proposals and the required documents below may be delivered through email to: contracts [at] skagway.org (contracts[at]skagway[dot]org) and are due no later than 2:00 p.m. on Wednesday, April 30, 2025. Include the notation “PROPOSAL ENCLOSED” and “Garden City RV Park Utilities Design Services” in the Subject line of the email.
