The Municipality of Skagway is requesting proposals from qualified firms for the planning of the 7-mile Rifle Range – Dyea Trail. Work will include surveying/flagging, trail design, construction narrative, and recommendations.

Scope of Work:
The following activities are included in this project’s scope of work:
• Survey and flag/mark an approximate 5- to 7-mile sustainable multi-use trail route from Skagway Rifle Range to approximately the Dyea raft pullout area, with a spur dropping into the municipally owned Nahku Bay Conservation Area.
• Develop trail design and construction narrative to include:
o Trail map with GPS waypoints.
o Recommended construction techniques to be used between waypoints.
o Estimated trail construction schedule with phasing options.
o Estimated construction cost to complete trail.
o Estimated construction cost per phase.
o Construction costs shall be developed using a schedule of values. The schedule of values will include pay item descriptions, pay units, approximate quantities, unit prices, and amounts.
o Recommended locations for outhouses.
o Recommended signage, viewpoints, trail markers, and their respective locations.
o Final Recommendation for project.
o Narrative completion by October 31, 2025.
 

Proposal Requirements, Evaluation Criteria, and Selection Process
 

Scope of Services:
The successful proposer shall provide surveying/flagging, trail design, construction narrative, and recommendations for the above scope of work. The proposer shall provide the following services:

Deliverables:
• Trail Map with GPS Waypoints, with Review and Comment Period
• Draft Narrative including, but not limited to, the list below, with Review and Comment Period
o recommended construction techniques,
o schedule,
o cost estimates,
o land use permitting matrix,
o preliminary impact considerations, including accessibility and maintenance factors,
o locations for outhouses, signage, viewpoints and trail markers.
• Final Narrative


Proposals which do not address the items listed in this section may be considered incomplete and may be deemed non-responsive by the Municipality of Skagway in its sole discretion. It is the responsibility of the firms submitting proposals to determine the actual efforts required to complete the project.

• April 24 – 28, 2025 Proposal evaluation and recommendation
• April 29 – May 12, 2025 Fee negotiation
• May 15, 2025 Assembly consideration of contract award
 

Interested firms may submit proposals physically or electronically. If a physical proposal is submitted, Proposer must submit one electronic copy and 8 paper copies of the completed proposal in an envelope marked “RIFLE RANGE – DYEA TRAIL DESIGN SERVICES” and are due no later than 2:00 p.m. on Wednesday, April 23, 2025, at the address listed above, or delivered directly to the Municipal Offices at 700 Spring Street.

Proposals and the required documents below may be delivered through email to: contracts [at] skagway.org (contracts[at]skagway[dot]org) and are due no later than 2:00 p.m. on Wednesday, April 23, 2025. Include the notation “PROPOSAL ENCLOSED” and “Rifle Range – Dyea Trail Design Services” in the Subject line of the email.
